Hills win waste contracts

The WC Cabinet has awarded contracts for several of the council's waste management services to start on 1 August 2017, and is considering changing the way waste and recyclables are collected.

They have decided to award contracts to Hills Waste Solutions for:

  • Lot 1 - materials recovery facilities for dry recyclables such as glass, plastic, cans and paper, the management of mini recycling sites and two household recycling centres owned by the external provider
  • Lot 3 - garden waste composting
  • Lot 4 - landfill services.

All three contracts will start from August 2017 and will run for eight years with the option for the council to extend each contract by a further eight years.

The contract for Lot 1 will be finalised once a decision has been made on how dry recyclable materials will be collected from households. This decision will be made at a cabinet meeting on 10 November.

The council has also invited tenderers for Lot 2 to revise and confirm their tenders based on the reduced opening hours for the household recycling centres.

The council has also invited tenderers for Lot 5 - waste and recycling collection services - to submit a variant tender based on a fully co-mingled (wheeled bin) collection of dry recyclable materials including glass.

The award of contracts for Lot 2 and Lot 5 will be agreed at the November cabinet meeting based on the outcome of the evaluation of any revised and confirmed tenders for Lot 2 and any variant tenders for Lot 5.
