More WC directors to go under new staffing proposals
Cash-strapped Wiltshire Council is to get rid of a number of senior management posts in an attempt to stay solvent.
According to the council, "A review of the leadership model, and the role of the service directors, has been completed .... The proposed new job title for posts within the proposed structure is associate director. The change in title reflects the multiple service responsibilities for most roles; the emphasis on more partnership working in the future; a wider corporate responsibility with peers and that this is a new and different leadership role."
The structure will be finalised by the WC cabinet on 24 September. Following this a redeployment and appointment process will take place. The new structure will be in place by mid October.
The proposals were initially discussed in secret by Wiltshire's Conservative cabinet in July.
Under the new structure there will be 13 of the so-called 'Associate Directors' and one Interim Associate Director replacing 23 post-holders under the current system.
Each director will have a hotch-potch of responsibilites. The exact roles were chopped and changed during a recent consultation period and remain fluid. The scope for confusion and buck-passing under the new system is considerable. Here are the job descriptions for the lucky 13:
1. Quality Assurance, Commissioning & Performance, School and Early Years Effectiveness.
2. Children's Social Care Integrated Youth and Preventative Services, 0-25 SEN/Disability Service.
3. Legal & Governance (Monitoring Officer) including Local Land Charges, Elections.
4. Joint with OPCC (Office of the Police Crime Commissioner) Finance (s151 Officer) Revenues & Benefits,Pensions.
5. Adult Care Commissioning, Safeguarding, Housing.
6. Adult Social Care Operations.
7. Public Health & Public Protection, Occupational Health & Safety.
8. Communications, Community Area Boards, Libraries, Arts, Heritage & Culture.
9. Economic Development & Planning Services Spatial Planning, Economic Development & Regeneration, Environmental Change and Development Management.
10. Highways and Transport Highways Asset Management, Routine Maintenance, Streetscene, Traffic Network Management, Car Parking & Sustainable Transport.
11. Environment and Leisure Waste Management, Collection and Disposal, Fleet, Countryside Technical Services.
12. People & Business Services HR, OD, Operational Property, SST, Registration.
13. Transformation Programme Director Transformation Programme ICT,Strategic Assets, Campuses, Customer Services.
and the Interim post (current secondment under review) does: Policy, Performance, Procurement, Democratic Services.
