If you stand on a hilltop for long enough eventually you'll get struck by lightning. If you make a policy announcement every day then one day one of them will make sense.

What's surprising is that none of the clever people who design housing estates and build the new dwellings for the twenty-first century, nor the civil servants and ministers who create planning policy and the rules of building control, nor the councils across the land who collect the waste and enforce the rules of cleanliness and tidiness, had ever thought of this before.
