Victory for Osborns' Innox Road campaign.

Trowbridge councillors Jeff and Helen Osborn have been trying to get Wiltshire Council to commit to allowing the Innox Hall site to be used for changing facilities for people using the playing fields. Here's a motion they put to the council:

Preamble.
Planning permission has already been granted for changing facilities on the site of the Old Innox Hall, Trowbridge and arrangements are well advanced to secure necessary funding.
To succeed with this sports related development would be one important step in tackling the woeful shortage of recreational facilities in the Trowbridge area.
Trowbridge Area Board has already voted against allowing housing development on this site.
Motion
That this Council instructs the relevant Cabinet members to drop all moves to place housing on the site of the old Innox Hall, Trowbridge and to speedily proceed with the construction of the changing facilities for sports players on this site.

The response from Carlton Brand on behalf of the council was:

Officers from Leisure and Transformation have been working jointly to deliver the changing facilities needed on the Old Innox Hall site. Planning permission for these facilities has already been granted and the funds necessary to allow the facilities to be constructed have been identified.
The site at Innox Road, Trowbridge has not been identified as being within the Council's capital asset disposal programme, but no formal decision has been made by the executive relating to the future use of this site for any purpose.
In order to ensure the construction of these facilities can proceed in a timely fashion it is now necessary for the officers of Strategic Property Services to take a formal report to Cabinet (Capital Assets) Committee. This report will present the various alternative uses to which the site might theoretically be put, although the responsible cabinet members have indicated that their preference is that the delivery of the changing facilities as described above be approved.
The submission of the above report to Cabinet (Capital Assets) Committee is required to satisfy the Council's formal decision process in relation to capital assets.
It is not anticipated that the necessity of submitting the above report will delay in any way the provision of the changing facilities referred to above.

Translated into English this means the council is willing to forgo the cash it might have got from selling the site for housing and will allow the changing rooms to be built, though the bureaucratic processes to be gone through mean it will take a long time. This was confirmed at the council meeting by the responsible cabinet member Stuart Wheeler who said: "You'll get your changing rooms."

WC's 'Capital Assets Committee' were presented with two options at their July 24th meeting - to go ahead with the changing rooms or to sell the site to a developer to build houses. Agenda. They agreed the changing rooms option.
