Wiltshire comes top on change cheat chargesheet

According to the Daily Mirror Wiltshire Council has made more money than any other council in the country by not giving change from machines in pay and display car parks - £730,000 over a three year period, well ahead of Tunbridge Wells who got the silver medal with a rip-off rate of £429,000.

The figure for 2012/13 financial year was a quarter of a million pounds.
